In order to ensure continuity in the face of these dynamics, refineries should also consider the changes to be implemented in terms of safety, environment, health and reliability. If the planned changes are applied on site without appropriate hazard analysis the risk of a process safety accident could increase significantly
The desired changes should cover that employees and the environment societyâs health&safety, facilityâs equipment safety and reliability.
In refinery, MOC system cover the scope of change is in operating conditions, facilities, raw materials, flow rate, and others.
The changes to be evaluated by the appropriate team- should include various departments and its qualified engineers. During the risk assessment studies, team analyze the request and evaluate the risk if it is acceptable risk level or not. If it is not, the team can make suggestions to reduce risk or rejected the request.due to the safety issues. If the change requestâs details are proper and covered all safety and technical issues, the request is approved by team members. Then, the change request will be sent as a package which include all risk assessments and technical drawings to the managers for reviewing and approving. If the, approval steps could be done then the change request will be started applying on site. At the end of the change, the revision of the relevant documents, employees and affected sites to be provided training about the changes.Itâs very important that to share new situationâs risks and its barriers/procedures which are new for related sites. All those steps's risk assessment studies and updating of documents are applied and tracked by MOC system.
