(48a) Revisión De Seguridad Previa a La Parada (Pre Turnaround Safety Review - PTSR)

Throughout the operating life of the process plants, it is necessary to intervene equipment we have, in order to maintain the mechanical integrity and extend its useful life; also, this action assures us a correct functioning during the operation. It is known by all those who are in operations areas that we have instructions’ list that give us some guidelines to follow in order to disable any equipment. However, these instructions’ list do not consider some operative or environmental conditions, which are specific to each situation. For this reason, it is common to develop and define procedures that cover these gaps, and avoid be late in the delivering of equipment and prevent some fortuitous situations that suppose a risk to the integrity of people. On the other hand, these procedures are not formalized or validated; so, as a result we have that this situation appears.

Taking this in consideration, the procedure called Pre-Turnaround Safety Review (PTSR) has been defined, this begins with de definition of the scope of the equipment which is going to be intervene, then a leader is appointed who will follow up the whole process, next, the team is involved by making them participate in the OPERATIVE BRAINSTORMING, where their ideas are listened and analyzed for the development of the procedure. Its scope is focused on developing a shutdown sequence that consider safety instrumented functions, identification of valves and switches to be blocked, identification of valves to drain and depressurize, signaling in P&ID and in the area, also the design and providing all the additional connections that makes easier all the activities of drainage and depressurize. In the following study, the objective is to evaluate the impact and significance of apply this procedure in equipment delivery activities. So we will be answering the question: How can I improve the delivery equipment during stoppage activities?

The study to be presented will evaluate the performance of the team involved in the equipment after implementing this procedure, based on control metrics such as time, costs and rate of reported incidents. Giving an extra detail, in our institution, this procedure has been applied since 2018 and good results have been obtained when it was implemented. So delays in the equipment’s delivery were reduced until 0%, also, the increase in man hours is considered unnecessary. Which is a good indicator of efficiency. Furthermore, since it was implemented, no risk events have been reported that suppose a risk for teamwork.

Finally, we want to highlight the importance of implementing the Pre-Turnaround Safety Review (PTSR) procedure. Since it allows us to be more efficient in the delivery if equipment during stoppage activities, considerably reducing the intervention time and all those economic losses that derive from these delays. In addition to promoting a culture of operational safety in our institution to safeguard the integrity of our teamwork and equipment.
