(52ai) Conducting a Large Scale Mock Drill & Implementing Its Learning..a Success Story

Fatima Fertilizer Company Limited’s Process Safety Management Journey started in 2012 after a major Fire at Ammonia Plant. Since then, we have undergone 3 external audits (conducted by DuPont) in 2015, 2017 and 2021. As the PSM program was maturing at FFL Site, Emergency Response and Stakeholder’s Outreach remained our weak links. Acknowledging these areas, FFL management took the initiative of engaging with government’s emergency services to improve our emergency response program. In Pakistan, largest Emergency Service is called as (1122) & as per latest stats, they have rescued over 9.3 million victims of accidents and disasters and saved losses over Rs. 490 billion by providing timely response and professional fire fighting in over 160,000 fire incidents. After initial meetings, FFL and 1122 management agreed to provide support for each other in emergency response activities for example, conducting a Large Scale Mock Drill at neighboring community of FFL, Training by FFL team for responding to emergencies like handling Chemical Release on national highways, Training by 1122 team on specialized skills like Deep Well Rescue etc. Of all the tasks that were agreed, conducting a Large Scale in neighboring community of FFL proved to be the most challenging one and it turned out be a turning point in improving FFL’s emergency response capabilities. Considering the population and vicinity of community “Jindu Ki Mari”, it was selected to conduct Large Scale Mock Drill. First meeting with 1122 District Emergency Officer was conducted in March-2019 and drill was conducted on 05th November-2019; a continuous effort of 9 months. This drill involved 18 government departments (Railways, Education, Health, Highway Police etc.) Neighboring Industries Professionals and more than 1500 individuals from local communities. This drill helped FFL immensely to uplift Emergency Response & Stakeholder Outreach Program For Example Development of an effective Emergency Communication Channels with neighboring communities, Comprehensive fitness program for Emergency Response Team, Evacuation Means inside and outside FFL etc.
