(52ba) Transformation to Risk Based KPIs for Effective Process Safety Management

Vital Signs, also termed as KPI’s for an Effective Safety Management system, are the Leading Indicators serving as a backbone. These indicators, in lieu of the lagging ones, provide a realistic picture of the company’s performance.

Fatimafert has become OSHA compliant site through a journey of implementation of Process Safety Management system as per the guidelines of DuPont PSM. The PSM system performance was gauged by monitoring the Process safety indicators covering the behavior based as well as risk based performance of the site. Keeping abreast with the latest improvements in PSM and to maintain focus on risk reduction, transformation of the Compliance Based to Risk Based KPIs was initiated.

Review of API-754 and PSM model of World class organizations was carried out followed by multiple brainstorming sessions of in-house experienced resources. The applicability of the risk based approach was customized for the site keeping in view the past history and previous process safety / personnel safety incidents and the potential improvement areas, a set of Risk Based KPIs were developed. The KPIs were also aligned with CCPS Risk Based Process Safety (RBPS) system before launch.

The paper presents the research done for the development of the system and its transformation and key focus areas that are critical while designing KPIs program for Process Safety Management. The experience after switch over to Risk Based Process Safety is also presented.
