(52l) Lessons Learned in the Development of Operating Procedures in a New Refinery in Peru

In a hydrocarbon refining plant located in Peru, it is starting its operations and has been implementing the process safety management system, with an interest in complying with the requirements of the recent Peruvian standard 203-2020 OS / CD for the implementation of PSM and improve the performance of its processes. One of the aspects required by this standard is to develop and implement written operating procedures.


Operating procedures are critical to the safety, quality, and productivity of process systems; however, writing them is a challenge because we must comply with the requirements established in the national norm and international standards. Now the company faces the daunting task of developing its procedures to meet complex and varied requirements.


In this poster we present the lessons learned from the elaboration of the procedure formats, lessons learned to achieve the correct content of the operational procedures. We also mention the experience in the development of the table of safe operation limits based on the process safety information available and the importance of the participation of certified operators to develop step-by-step instructions in order to correct or avoid exceeding the safe limits.
