(33c) Modeling and Operative Simulation of Lopc Event and Response Strategy According to Rbps

MODELING AND OPERATIVE SIMULATION OF LOPC EVENT AND RESPONSE STRATEGY ACCORDING TO RBPS

In the design stage of hydrocarbon plants, the simulation is developed by Process engineers with the help of different software, to get a lot of detailed information about process equipment, so this information let process engineers give a good support about operative’s differences. Therefore, a main objective is to obtain a good level with the plant operator, because oversees answering in emergency situations by Loss of Primary Containment (LOPC).

Based on this reference, this tool is presented “MODELING AND OPERATIVE SIMULATION OF LOPC EVENT AND RESPONSE STRATEGY ACCORDING TO RBPS”, like a main activity in operations. To plant operator can do this modeling and simulation, they must use process information, P&ID, technical knowledge that is learnt during daily maintenance activities according to Mechanical Integrity of process equipment in operation, PHA (HAZOP, EAC, ACR), Security Instrumented System testing, Fire and Gas detection and Emergencies Planning and Answering. So, with the use of mentioned information plant operator is going to make a modeling and simulation to determine the main probably cause of event, with the purpose of planning and prevent the event, involving other areas like Process security and Maintenance. Also, map out the LOPC event on process areas and determinate strategies to get operative control and emergency response. Next to finish this activity, the operator pant makes a presentation to explain the event to all plant areas. In this presentation, the event is analyzed, and the emergency response is detailed. Also, the operator plant answer and explain any questions of participants. Of course, all this process is overseen and evaluated by the PSM responsible, also this let PSM responsible qualify the operator involvement and engage the operator to PSM and the active use of HAZOP, EAC and ACR.

The foundation of the tool is that with process information, P&ID, technical knowledge that is learnt during daily maintenance activities according to Mechanical Integrity of process equipment in operation, PHA (HAZOP, EAC, ACR), Security Instrumented System testing, Fire and Gas detection and Emergencies Planning and Answering.

In UNNA ENERGIA Natural Gas Plant is developing by the operator plant the “MODELING AND OPERATIVE SIMULATION OF LOPC EVENT AND RESPONSE STRATEGY ACCORDING TO RBPS” since 2021 and this practice have generated the involvement of operator plant with RBPS, specific strategies to responses emergencies for each LOPC identified on EAC, dynamic and active use of PHA (HAZOP, EAC AND ACR) and compilation of modeling and simulation scenarios because each operator develop a case.
