(41am) Safety By Design – Enhancing Risk Management in Capital Project Delivery

Starting a new capital project, installing a new process, or obtaining a new piece of equipment has historically always focused on engineering, operations, and quality. However, safety is not at the forefront of the capital delivery process at times with project management. Due to this oversight, often equipment and processes are installed with unresolved risks that workers must be exposed to until the risk is mitigated during the retrofitting process. Not only are employees exposed to the risks associated with the process but retrofitting a process can cost significantly more than including safety early in the design phase. This paper will provide an overview of how to develop and implement a Safety by Design program and identify reference materials that can help the reader in building their program. We will also discuss the cost-benefit of implementing a program including best practices that should be considered.
