Sense of Vulnerability in the Head. Operational Discipline in the Feet.

It should be emphasized that the aim of major accident hazards management is to prevent these hazards to lead to major accident events affecting people, environment, and business.

This paper discusses the ultimate goal of EPC Contractors at the end of EPC phase which is that the facility handed over to the Owner is designed and built to operate safely.

The risk management process in EPC phase should not stop in identification of the hazards and the barriers/protective systems which need to be in place to manage the risk.

The protection systems need to be properly designed, specified, and installed to meet the established performance requirements. Activities performed which contributes to meeting this objective are considered safety critical activities. Personnel or the team performing the safety critical activities holds a safety critical role in the risk management process. The processes and procedures in place to guide the personnel/team how to perform the safety critical activities is a vital tool in reducing the probability of failure.

Assurance and verification activities should be carried out to demonstrate that technical integrity of the facility has been maintained by the end of design and construction phases before the facility is handed over to the Owner. Owner will then need to continue the assurance and verification process to assure themselves that the protective systems are meeting the requirements established during design phase is safeguarded throughout the lifetime of the facility.
