(38c) Implementing Facility Siting Study Recommendations – Lessons Learned

Facility siting studies are performed for a number of reasons, i.e., it is a legal requirement for PSM facilities, as part of a risk-based health and safety program or as part of company requirements for capital projects. Regardless of the reason for completing the study it is not likely to add value or reduce risk if the recommendations are not effectively managed. This paper/presentation will focus on identifying when facility siting studies should be done / updated and how to manage the subsequent recommendations.

In PSM facilities, recommendations and the subsequent action items can come from a number of sources: i.e., compliance audits, incident investigations, Process Hazard Analysis (PHA), facility siting studies, Management of Change (MOC) and Mechanical Integrity (MI) inspections. These recommendations may require scope change for planned projects and/or extensive investment of capital and time for existing facilities. As such, managing all these recommendations and actions can be a struggle. Lack of action or taking improper action can have a negative impact on operations and employee health and safety.

This paper/presentation will include the following:

  • Overview of when facility siting studies should be done and/or updated.
  • Use of Management of Change (MOC) and other programs to drive effective management of studies and recommendations.
  • Sharing examples of successful and not so successful implementation of facility siting.
  • Discussion of lessons learned, and best practices observed while conducting hundreds of compliance audits.
