An Inherent Safety Implementing Approach for Safety Planning of Chemical Industrial Parks in China

In the last decade chemical industry parks have developed greatly in China, due to the lack of sufficent safety planning technologies many problems have been bringing about to dramatically cause hazards,which could not be amended or cost too much money to make up.Although there are some related technologies in foreign countries,some factors affected their application in China,such as lack of foudamental data, difference of management mechanism and equipment quality.In this paper, statistics of main accidents in Chinese chemical industry parks were carried out to study accident process mechanism and risk characters,from which impact parameters were picked up. Based on the validation of the information about the impact parameters the life cycle of a chemical industry park was divided into several stages.Safety planning targets of each stage were figured out in the view of inherent safety theory.Considering the current state of chemical industry parks in China,quantified indice for former targets and achieving strategy were dicussed,then models were built to assess the quantified indices. At last,a application example was given to illustrate the models.
