Operational Process On Emergency Response System of Chemical Industry Park

The emergency response system of chemical industry park is a management system including personnel evacuating, materials allocation and information transmission. In face of public safety, road traffic, fire control, disasters prevention and reduction, environment protection, emergency medical aid as well as other accidents of the chemical industry park under emergent situation, it will coordinate the enterprises inside the park, in alliance with the functional departments and social forces to offer a united, timely and efficient disposition in accordance with the corresponding emergency plans, which is a comprehensive, dynamic and huge system project. Though it seems outwardly enormously complex, it is in nature holding the main clues of “personnel, material and information” to study the operational process on emergency response system of chemical industry park.

This article explores the operational process of emergent response system from 3 aspects including personnel, material and information. Personnel include the accident involvers, commanders, rescuers, evacuees; information includes alarms, medical and fire equipment; information includes danger affirmation, information obtaining and releasing.

The emergency response system is an interconnected huge system, which means the factors above can not exist in isolation. Information, energy and materials are exchanged mutually. So all the departments should coordinate and exchange the needs to make the best endeavor for the prevention of accidents together with its influence.

Through the research, we could know more about the factors’ moving path in the system and find the weakness for the preparation of the efficient emergent rescuing task.
