Perspectives and Exploration of Process Safety Culture

Abstract

Over the past
several decades, many practitioners and researchers have shown increasing
interest in the concept of process safety culture because of its crucial impact
on safety in industrial process. First, the
characteristics of advanced safety culture are
discussed. Then this paper presents the challenges that developing countries
face with when the advanced concept of safety culture is
applied and put forward two effective methods. At last forecast the
trend of process safety culture development.

The characteristics of process safety culture discussed are scientificity, diversity, and
humanity
, while the challenges include fluke psychology,
disregard of danger, pursuit of profits and irreverence of life. The cloud
safety culture based on Internet of Things is shown as followed.

In the cloud
safety culture, each line is bi-directional.  Each part can be connected
into a network. And the core concept of Internet of Things
can be presented appropriately in the cloud safety culture.
This
divergent network can be expanded infinitely if necessary. Meanwhile
the more users we have, the more information about safety culture we share and
the more functions we have.

Another method
to establish safety culture is ILDSS cycle. The model is introduced as followed.

 

The ILDSS cycle
is mainly used for safety management. The meaning of I, L, D, S and S has been
shown in Fig.2. The above
process is not running an end, but a cycle. Some problems are solved after a
cycle while other unsolved ones remain to be put into next cycle. The detailed process is shown in diagram

It is very
necessary to emphasize the characteristics of advanced process safety culture
which lay the foundation of developing a sound safety culture system. And the
challenges in applying safety culture in our country are burning issues.
Meanwhile, the establishment of safety culture must keep pace with the
development of sophisticated technology. Cloud computing and cloud security
applied to the field of safety culture is an inevitable trend. Additionally,
there are more knowledge to be shared on the cloud safety culture such as
technical reconstruction and perceived risks etc. Because of high integration,
it certainly has great research value and important application
prospects. The ILDSS cycle is a scientific approach to manage operator, which
can make our ideological method and work step more orderly, systematic,
scientific. The application of ILDSS is of value to improve the efficiency of daily
work. It can be used in safety management and by analogy to other managements.
Therefore, it has vast importance to perfect the ILDSS. Further study of problems
mentioned above is underway.
