Study On Safety Capacity Control of Chemical Industry Park Based On the Quantity of Dangerous Chemicals

Chemical industry park has been the dominant trend of chemical industry. Therefore, it’s an urgent problem to determine the safety capacity of a chemical industry park, which can assist designing an intrinsically safer chemical industry park. Compared with Complex QRA technology, a simple method was proposed to measure the safety capacity. A park’s construction design could be divided into two stages: preliminary design stage(No enterprise producting in the park) and (some enterprises are working,and some new enterprises are ask for permission to enter into the park). This paper presents a technique to determine the safety capacity at preliminary design stage based on the quantity of hazardous chemicals. As for growing-up stage, the amount of chemicals in existing installation could be investigated easily.Beside that, a domino assessment model was built to calculate the propability of domino accidents among different installations,which mainly depend on the distribution of chemicals.Considering the existing amount and domino effect of chemicals, amended amount of chemicals was caculated to stand for the real hazard. Compared the safety capacity fixed in the former stage with the amended amout of the chemicals , the decision of permitting a new installtion could be quickly made.
