The emergency response procedure is the basic arrangement in
chemical site to reduce the damages of the incident. But due to multi-parties
involvement, public related, and not having the sufficient information in
public area, unclear responsibilities, the off-site incident emergency response
procedure are not as efficiently set up as on-site procedure.

The article discuss the difficulties in building up,
drilling and auditing the off-site emergency response procedure and share the
best practices from many sites on how to use appropriate risk assessment tools
and effective audits and multi-style of drills on building up and maintain an
effective off-site emergency response procedure.
