随着当今世界科学与技术的日新月异,制造型企业的生产运营愈见现代化、复杂化,因而全面而有效地实施工艺安全管理是唯一确保安全生产的手段。工艺安全管理的概念伴随着上个世纪70年代的许多重大安全事故而诞生。这些事故的表面原因可能多种多样,但是对这些事故进行系统化深层次调查和分析的基础上,可以发现追根溯源,企业的整体安全管理机制存在漏洞。大量的事实证明,运营设施的完整性需要多重的安全保障。As
the world is making rapid progress in science and industry, PSM has proved to
be the only holistic and effective management system to ensure the safe
operation of modern and sophisticated manufacturing facility.  PSM is developed
as a result of many serious incidents around the world during the period of
1965 ? 1980. Thru the incident investigation and analysis, it was found that
multiple means of protection are required to safe-guard the integrity of an
operating facility.

As
one the original developer and implementation of the PSM concept, DuPont is well
experienced in all aspects of PSM utilization in industry. Such experience can
be quite beneficial to Chinese chemical sites who are trying to standardize
management process using proven scientific approaches.

of PSM

第四,通过完善的机制加强员工能力建设;

d. Employee
capability development

最后,操作纪律对于保证工艺安全管理系统的不走样的执行至关重要。
