Abstract: Near- miss is the suspension state of the accident evolution. The research on near- miss can effectively prevent and control the approaching accidents. Confronted with the situations of neglect, blocked report and enormous quantity, the coping measures including the duty- exemption reporting, anonymous reporting and near- miss database are put forward. Subsequently, the risk matrix and report management process are given for long- distance pipeline near- misses.

The study has shown that the near- miss management is an indispensible part of the risk management system. Enhancement of the nearâ?? miss management is conductive to lower the accident risk level. Long-distance pipeline near- miss prevention methods are listed, which can improve the of risk assessment efficiency and emergency response capabilities of the pipeline.
