Risk Research of Oil and Gas Pipeline through the Urban Area based on Game Theory

基于博弈理论的穿越城区油气管道风险可接受度研究

摘要:穿越城区的油气管道面临城区人口密度大,建筑物集中等问题,一旦发生燃爆事故,后果较为严重。以青岛“11•22”中石化东黄输油管道泄漏爆炸事故调查结论为基础,基于安全屏障模型,从对事故进行系统性分析,揭示事故的演化过程。在博弈论框架下,探讨城区油气管道不同利益相关者之间风险可接受程度的差异,利用经典的“智猪博弈”模型,分析监管部门、企业与周围居民之间非合作博弈的内在动力和机制。结果显示,由于信息的不对称性,监管部门和企业在风险博弈中占据主导地位。基于博弈分析,提出监管部门和企业的应对措施,为穿越城区油气管道可接受风险标准的设立提供一定的参考依据。
