PSM Auditing & Lessons Learned to Enhance Overall Business Performance

Auditing and benchmarking is a critical and required element under the U.S. OSHA 29CFR1910.119 Process Safety Management (PSM) regulation.  Auditing is not only required for compliance, but also for continuous improvement and enhancement of a facility's programs for protection of workers and the environment in companies having highly hazardous chemicals.  In addition, compliance auditing is a requirement under the U.S. EPA Risk Management Program (RMP) rule, 40CFR68.  Effective PSM/RMP auditing assesses the efficacy of an organization’s PSM/RMP programs and assesses compliance with both PSM and RMP.  The purpose of auditing is not only to review written program, policies, and procedures; but also to conduct interviews with select personnel and observe facility operations to measure effectiveness of PSM/RMP implementation relative to the written progam.  Compliance can keep you under the radar, but it does not make for an effective auditing program. The methods and findings presented in this presentation will assist you and your Company in progressing forward and beyond compliance.  Presentation will highlight U.S. OSHA/EPA citation patterns and enforcement statistics, industry best practices, RAGAGEP, and lessons learned to help and guide Owners/Operators improve safety, increase process plant reliability, and enhance overall business performance.  It will also highlight U.S. OSHA's and EPA's plans for change in the near future based on recent pressure on industry from stakeholders.  This presentation will be by Mr. Robert J.
