Cultivation of Chemical Process Safety Engineer in Mitsubishi Chemical Group

Authors

Nakagawa, M. - Presenter, Mitsubishi Chemical Corporation
Mitsubishi Chemical Group identifies potential risk factors in the manufacturing process and takes steps to prevent their occurrence through necessary countermeasures by a risk assessment. To enhance the risk assessment, Mitsubishi Chemical Group provides three types of education programs and educates employees to enable them to understand risk assessment methods and manufacturing processes.

1.Process Safety Education

The objective of this education is to systematically educate middle tier technical staffs. Subjects are “Hazardous Materials”, “Combustion and Explosion”, “Thermal Hazard”, “Material Hazard”, “Reaction Hazard”, “Learning from Accidents”, “Prevention Measures for Static Electricity”, “Risk management”, “Risk evaluation method” and “Inherently safer process design”. Thus far, about 1390 employees have received this program.

2. HAZchart analysis education advanced program

One of the risk evaluation methods used for the risk assessment in Mitsubishi Chemical Groups is HAZchart analysis. It can carry out easily from development of an accident scenario to the quantitative result. This lecture focuses on modeling accident scenarios by HAZchart analysis. Participants present their accident scenarios at the meeting. Then, validities of their scenarios are examined by all attendees from various departments. The attendees make some comments and ask some questions during the presentation. The participants realize that they do not understand their plant clearly through discussions with attendees at the meeting. After the presentations, the participants try to fill their competency gaps.

3.Chemical Process Safety Engineer (CPSE) education

CPSE education program is the education to understand the basis and the principle of process risks and to be able to practically instruct the risk assessment. The features of this course is that this course deals with the theme of process safety in actual manufacturing workplaces, has lectures centered on rules and principles of chemical engineering and is practical by providing solutions through discussions with instructors on matters related to the theme. With the aim of better understanding process safety, we have them take part in small-group seminars. All departments at plant site, research laboratory and safety engineering head office take care of CPSE education. In the end of CPSE education, the participants present their themes at a technical meeting and put together a report to raise their capability. Finally, if recognition is given in this manner of having attained a certain level, the participant is recognized as a CPSE and they will instruct the risk assessment. After the education, CPSE's educational secretariat support CPSE’s activity by spreading CPSE’s activity information and holding CPSE meeting to share their information.

Three types of programs will be introduced.
