Application of Risk Analysis Methodology On Port Terminals

This study presents a methodology to evaluate the risks related to the movement of the main flammable products carried on maritime terminals, through the joint application of qualitative and quantitative risk evaluation techniques, adapted to evaluate the scenarios possible to occur on port installations during receiving and storage of these products, and to calculate the consequences of these scenarios to safety and environment. The proposed methodology focus also on the application of quantitative risk analysis technique to evaluate social and individual risks that these operations represent to works and neighboring population, that are compared to acceptability criteria defined by government agencies, and minimized with the adequacy to safety systems and systematic for operational and transient operations. The main objective is to promote the sustainable development on these installations, face to the progressive growth on importations and exportations of products used and produced by Brazilian using maritime terminals, making the economic development and productive actions compatible with environment protection and people safety on these installations, through preventive actions, that avoid the actuation only when demanded by emergencies or imminent risk.
