In Colombia, the environmental authority of Valle del Cauca region CVC) detected that in the last 10 years there was a high increase of hazardous material emergencies for storage, use and transport.It was necessary generate a tool to identify and evaluate risks generated in the activities that use hazardous chemical substances in the different plants of Valle del Cauca. This tool is based on diamond's methodology and evaluates emergency management system, threats scenarios and models the consequences to population, infrastructure and environment. Also it's useful to identify deficiencies in plants design, equipment for HAZMAT response, staff and training programs.In 2009, CVC will develop an intensive monitoring program for industry using this tool.
