This work will be presented the technique of Preliminary Risk Analysis used during the design of a new oil refinery in Brazil. The technique of preliminary risk analysis involved in process flow of all major units of equipment and process of transfer and storage facilities in a manner similar to that achieved during the approach of HAZOP. As a result of the application of the preliminary risk analysis were generated recommendations for:
a) Layout;
b) design of systems: detection and alarm of toxic gases and vapors and flammable;
c) installation of lock valves of large inventory of toxic and flammable;
d) installation of check valves;
e) Network of water from fire;
f) monitor fixed electric Cannon, Cannon monitor fixed self oscillating, Cannon monitor fixed;
g) Location and number of hydrants;
h) Position and quantity of fire extinguishers;
i) steam applicators;
j) sprinklers;
k) position and number of lines of supply of foam applicators;
l) Drainage;
m) Fireproofing of metal structures and equipment
n) Protection against passive conduit for fire and eletrocalhas;
o) Cabinet Fire Fighting;
p) indicators of direction and intensity of winds;
q) shower and emergency eye-wash
r) routes of escape;
s) access to people;
t) Access for vehicles;
u) Individual Protection Equipment;
v) Trigger manual emergency alarm;
