Project Convergence – Program of Communication and Preparation to ACT IN Emergency Scenarios

The project was developed in a joint work between Petrobras and ERM Brasil, for the pilot versions at Business Unit SIX in São Mateus do Sul / Parana State (May 2005 to March 2006), Business Units REPAR in Araucaria / Parana State and RPBC in Cubatão / São Paulo State ( 2006 and 2007). Under coordination of Corporate HSE of Petrobras, the projects were developed with the participation of multidisciplinary teams of different areas: environmental, health, safety, operation and communication of each unit, Corporate HSE and the Institutional Communication area of Petrobras. ERM, through consultants of the areas of Risk Analysis, Environmental Management and Relationship with Communities was responsible for the advice in the phases of development, implementation and systematization of the methodology. The general objective of the project was to identify potential impacts of accidental scenarios of each unit on communities located in vulnerable areas and, based on that information, plan the action of the units and community in emergency situations. In order to do that, the following specific objectives were established:

1. Knowledge and systematization of accidental scenarios with potential impact on the communities that are neighbor to each Unit;

2. Diagnostic of communities located in the area of influence of accidental scenarios; identification of previous actions to minimize damages;

3. Definition of necessary human resources and materials to respond to emergencies in the communities;

4. Establishing of bases for a plan of communication and relationship with priority communities.

The Project has had its development structured on four pillars: Use of already existing information and studies (Studies of vulnerability, IBGE data, city, state and federal information); Survey of primary data in the communities of the project's area of influence to complement secondary information (building with intensive social use; logistics to service areas of feeding, transport, and medical service, and information related to the protection of populations in emergency situation, such as escape routes, meeting points and shelters; multidisciplinarity of technical team; and performance of workshops to analyze and enrich the systematized information and develop specific products of the phase. The following workshops were developed: Planning; Vulnerable Areas; Community Characterization; Mitigating Actions; Protection Actions; Definition of Amount of Resources and Presentation and Validation of Products. Project operationalization comprised the phases of project planning; definition of areas of influence; identification and characterization of affected communities; definition of emergency actions; definition of amounts of human resources and materials; development of action and plans and guidelines for the plan of communication and relationship with priority communities; presentation and validation of results.
