Improvements on PSSR process by SOP revision during commissioning
The main objective of this paper is suggest methodology and their strengths based on an inherently safer approach of PSSR, named as “PSSR by SOP“, in order to help us documenting overall operability before start up based on PSSR (Pre Start Up Safety Review) Checklist, developed by Du Pont.
Also offer an efficient alternative to follow Du Pont recommendation: “PSSRs may also be conducted for the following circumstances to help ensure that all relevant aspects of process safety have been completed prior to returning to full operations (e.g. after a major shutdown or turnaround where significant or extended maintenance or repair activities occurred (i.e., emphasizing the field portion of the PSSR process)).”
This paper will show a systemic analysis of “PSSR by SOP/SSOP” (“SOP” means “Operational System and “SSOP” means “Sub operational System) recently performed successfully four times in one of the Du Pont LA manufacturing sites, which had as main goal an inherently safer startup of Process Units, based on Commissioning methodology, as how to perform “PSSR by SOP/SSOP”, including demonstration of main tools applied (e.g. PSSR as a tool to disseminate PSM elements basic concepts and how to apply PSSR basic concepts to other SHE activities).
