Lessons Learned in Implementing PSM at Peru LNG

PERU LNG has a 4.4 million metric tons per annum liquefied natural gas (LNG) export facility, which is the largest natural gas liquefaction plant in South America, and has been in operation since 2010. The Shareholders of the facility are Hunt Oil, Shell, SK, and Marubeni. Currently, PERU LNG is implementing Process Safety Management (PSM) in accordance with US OSHA 29 CFR 1910.119, which has become mandatory in Peru through a Peruvian Supreme Decree from issued in June 2015. The PSM system that PERU LNG is implementing include also key elements missing from OSHA PSM standards, such as Management Systems, Leadership Commitment, Performance measurement and most importantly, Human Factors. PERU LNG , started on this road in 2014 with the a first PSM gap audit conducted by a specialized third party (Process Improvement Institute, Inc.), with a second gap assessment in 2015 to evaluate progress and assess implemented actions. A detailed implementation plan for process safety was produced at the end of 2015 and is currently being followed to achieve full implementation by the end of 2018. This paper provides an insight into the challenges of implementing process safety and shares lessons learned in how to prioritize and make progress with PSM in a young organization.
