Andrew Davis, IBAS

Mr. Andy Davis currently serves as the Chief Technology Officer of the Industrial Base Analysis & Sustainment Program (IBAS) Program within the Office of the Assistant Secretary of Defense for Industrial Base Policy. He focuses on providing technical leadership, strategic planning, and execution of the overall IBAS portfolio. He directly interfaces with a broad range of Defense and Industry leaders to enable the forging of coalitions and relationships with a spectrum of stakeholders, as well as providing thought leadership on critical industrial base and manufacturing-related priorities.

Mr. Davis started his defense manufacturing and industrial base career in 2004 as a US Army civilian at the Edgewood Chemical-Biological Center where he cut his teeth in engineering and manufacturing initiatives, including the rapid-response design and prototyping of electro-mechanical systems in direct support of ongoing military operations in Southwest Asia. Then, he transitioned to the US Army Research Development & Engineering Command (RDECOM) Headquarters where he was responsible for leading and managing the $60M annual Army Manufacturing Technology (ManTech) Program, establishing the Army’s Additive Manufacturing Community of Practice, and chairing the DoD Joint Defense ManTech Panel. Following this, he helped architect a US Army C5ISR Center division focused on integrating emerging manufacturing technologies into the sustainment of communications and electronics equipment for the Army.

Prior to his current role, Mr. Davis served as the Global Technology Advisor for the US Army Combat Capabilities Development Command (DEVCOM) - C5ISR Center in London, England where he led technical business development efforts and technology scouting on behalf of DEVCOM across Europe and South Africa. In his spare time, Mr. Davis is an avid outdoorsman, enjoys demolition derbies, and is learning to master the art of smoking meats. He and his wife, Genelle, have two daughters and a son with whom they enjoy exploring and adventuring.
