Julie Klumpyan is the Director of Government Affairs and is responsible for managing legislative issues for the Mid-continent states including Texas, Louisiana, Oklahoma, Colorado, and New Mexico for Valero Energy Corporation, one of the largest refiners in North America and one of the nation's largest retail operators. Previously she was responsible for the legislative and regulatory activities at the federal, state and local levels including managing the PAC for Ultramar Diamond Shamrock.
Julie has an extensive background in tax. She was responsible for federal and state income tax return planning and preparation for 10 years including three years at Arthur Anderson. A San Antonio native, Julie earned a Bachelor of Business Administration in Accounting from the University of Texas at San Antonio in 1985 and is a CPA.
Julie is on the Executive Committee of the Texas Association of Manufacturing Board and serves as Treasurer. She chairs the Energy committees of both Texas Oil and Gas Association as well as Texas Association of Manufacturing. Julie Chairs the Great Chamber of San Antonio’s Legislative Committee and serves on the Public Affairs Committee. She was on the Board of the North San Antonio Chamber as well as their Lead SA Board and serves on several business-related issues committees. She has co-chaired Leadership San Antonio and later served as a loaned executive to United Way for Valero.
Julie has two sons, Kevin and Collin and enjoys volunteering at charitable events and spending time with family and friends.
