Susan C. Paulsen, P.E., PhD, is a principal scientist and leads the Environmental & Earth Sciences Practice at Exponent, a multi-disciplinary engineering and scientific consulting firm. Paulsen has more than 25 years of experience with projects involving water supply, hydrology, aquatic chemistry, and the environmental fate of a range of constituents. She has provided expert testimony on matters involving the Clean Water Act, state water quality regulations, regulatory issues, water rights, and hydraulics and hydrology. She also provides scientific and strategic consultation on matters involving Superfund (CERCLA) and Natural Resources Damages (NRD). Paulsen has extensive knowledge of California water supply issues, including expertise in California’s Bay-Delta estuary and experience with implementation of the Sustainable Groundwater Management Act, the development of alternative water supplies, and integration of groundwater basins into supply and storage projects. She is the author of multiple reports describing the history and development of water quality regulations. Paulsen received a BS in civil engineering from Stanford Univ. and a MS in civil engineering and a PhD in environmental engineering science from Caltech. She is a registered professional engineer (civil) in California.
