This study focus on security problems associated with risk of use as a chemical weapon in the chemical facilities. It is one of the crucial safety issues protecting our chemical facilities and nation against terrorists and other threats. Therefore, this study proposes a COI (chemical of interest) algorithm for chemical facility anti-terrorism. To solve this problem, we have identified chemicals by considering security issues associated with a chemical. There are four main categories of security issues: Explosion, fire, toxic, theft/diversion. If these chemicals released, stolen or diverted, and contaminated, have a potential to affect significant human life and health consequences. And we use the factors such as vapor pressure, IDLH, LD50, and terrorism history etc. In order to validate the features and capabilities proposed algorithm, chemicals in Korea are examined in the study. As a result, we make a chemical of interest list for chemical facility anti-terrorism in Korea.
