Federal Control of Greenhouse Gas Emissions

With this presentation, the author will provide a summary of the history of Greenhouse Gas Regulation in the United States, including a review of international treaty origins, congressional climate change initiatives and the general Clean Air Act mechanisms available post Massachusetts v. EPA, the 2007 Supreme Court case which recognized that greenhouse gases are "air pollutants" within the scope of the Clean Air Act.
