A federal renewable electricity standard (RES) has been proposed in Congress for the last ten years with no success. Difficulties with varying states' ability to generate renewable energy and with making state and federal standards compatible lead to a new solution. Instead of a federal RES, a federal mandate for state renewable electricity standards should be implemented to gain the benefits of a RES program, while garnering acceptance from a broader audience.
