(497d) Disaster Risk Hydrometeorological : Case Xalapa, Veracruz

This document is intended to disseminate knowledge about the dangers and identification of disaster risks in the country derived from hydrometeorological phenomena, particularly flooding, taking as a study case Xalapa, Veracruz. The types of previous disasters have as origin a natural phenomenon, so they are often called natural disasters, although in development and consequences has a lot to see the action of man.
Natural and anthropogenic disasters contributed to elevate levels of poverty and inequality. The disaster reduction is understood as the set of actions for prevention, mitigation and preparedness. Human actions on the environment aggravate and increase the negative impact of disasters.

This project is intended in the integration of the existing knowledge about the occurrence of phenomena and the use of geo-information techniques in the zoning of threats from natural events and transfer to institutions involved in decision-making in the management and regional development; as well as appropriate regulations and legislation.

For 50 years the occupation of land use for infrastructure has spread throughout the basin and is expected to expand more in the near future, which is projected in the maps presented in this regard. The risk of flooding and landslides has increased due to urban growth within the basin. The infiltration capacity of the precipitated water has declined and has increased the surface runoff, because with a precipitation in the low area are unable to evacuate rainwater, this precipitation data in past decades were greater for the occurrence of the stagnation, however the rainy season remain normal (except for hurricanes where the intensities are much higher).
