This paper addresses the steps normally taken in developing and executing an ethylene-based complex in the Middle East. It examines the roles of the Local Owner, the Foreign Partner, the Technology Licensor and the Engineering Contractor/Consultant. It is important that the Local Owner involve the other parties in the right order, to improve the chances of success of the enterprise. This paper addresses the roles of the different players and the optimum sequence they enter the stage. Examples of successful projects will be presented.
