(97b) GHG Measurement and Legal Implications

In the context of the Supreme Court's 2007 interpretation of the Clean Air Act in Massachusetts v. EPA, the EPA's subsequent GHG emission rulemaking, administrative challenges to this rulemaking and recent GHG litigation, this presentation will review current accepted GHG emission measurement methods, uncertainties in implementation and potential legal implications arising from this scenario. This presentation will compare and contrast different GHG measurement scenarios arising in varying contexts.
