Abstract: Cloud computing is a large-scale distributed computing mode, which forms an abstract, virtual, dynamically scalable resource pool. The resource pool can provide to user the computing capacity, storage capacity, development platform and software services through Internet on -demand. Therefore, it has advantages such as, less hardware investment, strong scalability and easy maintenance to present enterprise IT framework.

In this paper, the process safety management platform is proposed based on cloud computing whose function can be extended dynamically. The platform should include the on-line libraries of process safety-related knowledge, risk fingerprints database of chemical process and the risk count measures database. The libraries can be used to train the process operators and can be inquired on-line.. The platform can executive computations with different scales and types of process models based on massive real time data collected and the computation results can be matched with the risk fingerprints database to evaluate and predict the process safety. If the platform can interact with the DCS, then the process can automatically eliminate risk based on the risk count measure database. So, the real time information, process safety knowledge and the model computation results are organized to form wisdom, which enhances the process safety greatly.  The computing power of the cloud computing can promise the model computation completed in time. The powerful sever cluster and high reliable data center of the cloud computing promise that the safety libraries, risk fingerprints database and risk count measure database can be extended dynamically,  which also promise that the in-time match between computation results and risk fingerprints, risk finger prints and its count measures.

In order to take full advantages of cloud computing that is easy to expand and upgrade, and to solve the problem which is that the different petrochemical production system needs different service, the software development should take service oriented architecture (SOA) which has more abstract level instead of the current object-oriented architecture.
