Using Pressure Protection Manager ™ to evaluate an existing and new flare system, this paper addresses challenges with a preliminary strategy to offload and expand an overloaded flare system within the scope of a refinery grassroot and revamp design limited by operational constraints of an existing refinery. It details steps taken to remediate issues during design development rooted in the existing and new refinery utility and process layouts with the intent to create solutions based on capital, emissions, and risk assessments.
