Chemical facilities, where toxic or hazardous chemicals are manufactured transported and housed, present a high potential of dangerous accidents such as explosion or toxic gas leakage. During the whole life cycle of chemical processing, chemical transportation is always with special risk of issues. Therefore high attention should be paid to the design of transportation route in order to reduce the potential risk to the environment and densely populated areas. In the recent period, several serious events have occurred during chemical transportation and have made great impact on the environment. The main reason to aggravate its affect on the environment is the meteorological change. Therefore, the optimized route to cope with different weather condition is of great significance to all stake holders.

In this study, a methodology is developed for risk early warning and dynamic optimization for the transportation of chemicals in the situations of weather condition change. The difference in the atmosphere condition will have different pollutant dispersion effect in the surrounding area. Thus the optimized route with the consideration of change in dispersion condition will be helpful to reduce the potential impact to environment and populated areas.
