Application of lagging indicator in Japan   Japan Petrochemical Industry Association is a group composed by the petrochemical manufacturers established in June, 1958. The member organizations at present are 31 companies. Japan Petrochemical Industry Association has aimed to aim at friendship, the report, and cooperation between members, and to contribute to healthy development of the petrochemical industry and the development of the nation's economy. To prevent accident, JPCA shares accident information among member companies. Accident information is distributed to member companies by e-mail and supplementary explanation about the accident is performed at a regular meeting. There is a problem about accident tendency analysis because the definition of the accident is vague. Therefore, an international position of the safety level of Japan is not clear and comparison of the number of accidents cannot be performed for the definition of an accident unique to Japan. So, the quantitative evaluation is required to grasp the accident tendency. JPCA decided to use Process Safety Metrics that was advocated by CCPS was studied.  All the accident information collected by JPCA was re-analyzed by the CCPS’s Lagging Metrics. The issue of CCPS's Lagging Metrics became clear through the analysis and it was changed to the shape suitable for the realities of Japan.
CCPS’s Lagging Metrics modified by JPCA will be presented.
