(13a) The Management of Human Factors in UK Major Hazard Sites: Drawing on the UK Regulatory Perspective

The Health and Safety Laboratory (HSL) is the research agency for the UK Health and Safety Executive (HSE). This paper will share the HSE approach to the assessment of human factors under the Control of Major Accident Hazards Regulations (COMAH), drawing upon the work that HSL do with HSE.   The paper will outline a framework as a practical approach for linking major accident hazards (MAH) to the assured performance of humans engaged on safety critical tasks.   The paper will discuss key topics and what HSE are looking for in key areas such as identification of safety critical tasks, human error analysis, procedure development, and competency assurance.
