(153a) Safety Study for Optimum Safe Design of FLNG

As increasing the demand of energy all over the world, the consumption of natural gas is also increasing. The offshore gas reserves are estimated to have significant portion of natural gas. In this sense, the FLNG is being introduced to develop the natural gas in offshore. The FLNG generally combines a turret, topside gas processing facilities, hull storages for LNG, LPG and condensates, a flare, an offloading system, living quarters and all the supporting facilities. The offshore facilities have considered the safety-criticality the most important feature. Safety-criticality stems from the hazards due to treating the flammable hydrocarbon materials in the limited and congested space which has the potential for large gas clouds and long flame distance. This will tend to increase the potential overpressures and the accidental loads.From a safety standpoint, FLNG should be normally open between topside modules with good venting of potential flammable gases and ample explosion relief areas to limit the amount of flammable gas from releases and reduce the consequences of any explosions.  The objective of the study is to quantify design accidental loads, to identify potential requirements for additional risk reduction measures and to provide a summary of risks to personnel working on FLNG. Safety engineering activities have been focused during FLNG FEED stage on the subjects of the topside facility layout, since the safety consideration governs the topside process module layout to minimize hazards. This is to help the development of guidance to engineers of FLNG in order to produce inherently safe design.
