(47av) Improving Process Safety Performance for Mature Asset By Implementing of the Process Safety Key Performance Indicator

A mature asset has its own risk; it especially deals with plant integrity, facility changes, obsolete technology, people culture and stagnant procedure. A mature asset also frequently lay in the area of comfortable zone. Process safety hazard might be forgotten as time goes on and will lead to major accident scenario if it doesn’t maintain.

The Offshore North West Java facilities belong to Pertamina Hulu Energy has lots of mature assets. Therefore Pertamina need to measure its process safety performance and be part of the corporate safety performance. The Process Safety Key Performance Indicators (PS KPI) is proposed to be used by Pertamina Hulu Energi Offshore North West Java (PHE ONWJ) to minimize risks from process safety incidents and to improve business performance. 

The use of PS KPIs has been championed by the oil and gas industry as follow up lesson learned from several major incidents.  It shown eventhough Process Safety incidents have low frequency but it potentially has high consequences. Hence, designing of the PS KPI should be carefully customized, practically implement and provide value to the organization, so that the process safety incident can effectively prevent.

The Pertamina Hulu Energy ONWJ used the combination of published guidance (API 754, CCPS, OGP Report No. 456 and UK HSE HSG254) for designing its PS KPIs. Understanding of the major gaps in facilities integrity, design and personnel culture are the important in designing PHE ONWJ’s PS KPI. The effective PS KPI should consider the following criteria:

  • The PS KPIs should address operational efficiency, reliability, and avoidance of production disruption. 
  • At the first phase of deployment, the PS KPIs should leverage the available data from the existing business process.
  • The PS KPIs should provide senior management team in the company in the ability to understand the effectiveness of the PS programs
  • The leading PS KPIs should be structured and easily tracked.
  • Collecting data and tracking PS KPIs should add value to the organization and resources spent on the PS KPIs program should be in line with the value provided.

Pertamina believes that with designing Process Safety KPI that meet the criteria established can improve process safety performance as well as business goals for the company.
