(47ba) "People" Means Leadership, NOT Simply Mean People - 4 New Dimensions of Process Safety Competency

Within the paper presented at 9th GCPS, the author identified 2 new elements/ universes, i.e. RBPS Core Value and Process Safety Cultural Communication, for CCPS RBPS Temple or 4 Pillars and recommended to process industry and beyond with an upgraded model, i.e. RBPS Egg.

And at 1st CCPS APCPS, some benchmarking study of RBPS Egg against "The Art of War" was presented: an originally underlying pillar Leadership was seperated from original 1st Pillar Commit to Process Safety; the author arrived at a RBPS version of The Art of War, a new architecture of 7 mega elements (2 universes + 5 pillars) for RBPS Egg, except one main gap, i.e. lack of correct leadership or that "people" among 3"P" not mean people but leadership in fact.

And within this paper, firstly some interesting questions are asked such as: what's the ultimate purpose of correct leadership? what's the ultimate purpose of stakeholder outreach? Why is our plant not a pure engineering product but rather an artifact? what does the famous saying " the media is the message" mean to process safety culture and management? Then the concept of correct leadership and the following 4 new dimensions of process safety competency are examined in greater details and characterised with new implications in light of RBPS Core Value, Process Safety Cultural Communication and those 6 characters of Sun Tzu's Leadership: 

a.  competency in embracing RBPS Core Value;

b.  competency in upward Process Safety Cultural Communication;

c.  competency in downward Process Safety Cultural Communication; and

d.  competency in process safety leadership planning, assessment & intervention

And with the new upgraded pillar Leadership, RBPS Egg or the architechture of 7 mega elements (2 universes + 5 pillars) would function substantially as the real RBPS version of The Art of War, upon which and as per Chinese Traditional Medical methodology for symptoms and roots a RBPS Egg Reflection Model would be crafted to shed light on the current dead small cycle where the process industry and beyond still have been trapped till very recently and support to prospect the future alive big cycle which is in fact a real start point of rationale for sustainable cultural change. In another words, process safety culture is the prison, which we already have RBPS Core Value as the key to unlock; Process Safety Cultural Communication is the key's brightness; and the visible behavior universe of the correct leadership expected of RBPS Core Value and Process Safety Cultural Communication should be the "invisible hand" holding that key to unlock the prison.
