Abstract

A robust Process Safety Culture
within an organization is as important as having a reliable process safety
management system; it makes process safety a true part of the day-to-day
operations. It develops trust and a sense of importance for process safety,
allowing process safety management systems to be effective

Culture is the tendency in all of
us - our organization - to want to do the right thing in the right way at the
right time, ALL the time ? even when no one is looking. Culture is the result
of all the actions - and inactions - in institutional/workforce memory. These
shape/influence individual behaviors and tendencies. The culture transcends the
members of the organization, passing on to new members and enduring over time .Good
cultures evolve from common values and attitudes developed as the group seeks
to properly solve common problems. It is hard to measure and more difficult to
change. Culture will be the ?root cause? of the decade.

The significance of Safety Culture
is becoming increasingly recognized as a key factor to achieve the safe
operation not only of hazardous processes but also in Experimental Pilot
plants. This paper describes the systematic approaches that are being practices
at HITC R&D facilities to go  through in their journey to a world
class safety culture and applies this concept to Process Safety Management in
experimental pilot plant

The foundation for this journey
will be illustrated in a model that describes the strategy for HSE culture
strength. The model (called Champions Model) has been calibrated against
performance and is based on years of data derived from HSE metrics HLS- ACS facilities.
In addition, useful tools, employed by facilities to
improve their safety culture and performance, will be presented
