(47ca) Challenges and Achievements in Implementing Management of Change System at Binh Son Refinery (BSR), Vietnam

Abstract

This paper describes the challenges and achievements in implementing a MOC system in Binh Son Refinery (BSR), Vietnam, where there is no regulations such as OSHA PSM rule. Binh Son Refining and Petrochemical Co. Ltd, a subsidiary of PetroVietnam commissioned its refinery and polypropylene unit located at Dung Quat bay, Quang Ngai Province in the year 2009. This plant was designed and built by a consortium of international process licensors and detailed engineering contractors has a capacity to handle 6.5 million tons per year of Bach Ho (80 %) and some other imported crude oils. This is first and only refinery in Vietnam.

The refinery commissioning and initial operation was supported by O&M contractors and that helped in instituting safety, operation and maintenance systems. Process Safety Management was introduced in the year 2010 and one of the initial elements put into practice is Management of change. From then the procedure has been reviewed and improved periodically and currently revision 6 is being implemented.

This paper describes the evolution of Management of Change system at BSR, the challenges faced and the achievements so far.

Excellence is a never ending journey and BSR is moving towards a MOC system covering all kinds of change and having a simple robust process which is commensurate with the risk introduced by the changes.
