(74b) Professional Accident Emergency System of CNPC and Its Operation

CNPC is China's major oil and gas producer and supplier, and the world famous large oil companies as well. CNPC’s businesses cover the exploration and development, refining and petrochemical, oil and gas storage and transportation, sales, engineering, construction and other petroleum and petrochemical entire business chain. CNPC's domestic business area covers all provinces in mainland China. After years of development CNPC formed a unique professional accident emergency system. The main professional accident risks of mainland businesses of CNPC have been analyzed firstly in the paper, and then six important sub-systems of CNPC accident emergency system, such as response management agencies, professional response teams, emergency plans, emergency regulations, emergency resources and emergency techniques, have been presented as well in detailed. Secondly, according to well-blowout, equipment fire, pipe leaks and spills, four typical professional petroleum industry accidents emergency operational processes have been described. Finally, the paper analyzed the advantages and problems of CNPC existing emergency system, and provided suggestions for improving this emergency system.
