(13a) Development and Implementation of Process Safety and Integrity Management (PSIM)

The management of process safety and integrity is a core business activity which is ultimate goal of the Pertamina Hulu Energy Offhore North West Jawa (PHE ONWJ) policies - No Incidents and Continues Improvement.  The sound execution of process safety and integrity principles reduces intolerable risk of failure endangering the safety of personnel, environment, assets and reputation.

The Process Safety and Integrity Management System (PSIM) is developed in relation to the scope of application of HSSE MS that cover HSSE risks related to process safety and integrity. This PSIM shall be applied to all PHE ONWJ locations, projects, facilities and operations that are wholly owned and operated by PHE ONWJ.

The key objectives of the PSIM are to:

  • Define the relevant Process Safety and Integrity Management elements to be adopted by PHE ONWJ;
  • Identify the technical standards that will be implemented under each element;
  • Define the characteristic of management system for each PSIM element.  The PDCA for each element will include: Scope and Objectives; Roles Responsibilities; Standards and Procedures; Competency and Training; Verification and Measurement

The PSIM is not intended to introduce new technical requirements beyond which is already found in existing PHE ONWJ standards. The most important objective of the PSIM is provide a clear, simple, practical, and effective way to manage major accident and asset integrity at PHE ONWJ.

The PSIM Framework includes 12 Elements with 9 Sub Elements (under the Element 5, Asset Integrity) and spell out specific requirements for the management of process safety and integrity as follows:

    • Sub Element 4. Structure Integrity
    • Sub Element 5. Surface Facility Integrity
    • Sub Element 6. Floating Storage Offloading Integrity
    • Sub Element 7. Protective System Integrity
    • Sub Element 8. Electrical Integrit
    • Sub Element 9. Lifting Integrity
  • Element 6. Operating Procedure
  • Element 7. Technical Documentation & Information
  • Element 8. Technical Management of Change
  • Element 9. Project Safety Review
  • Element 10. Performance and Measurement
  • Element 11. Compliance Audits
  • Element 12. Learning from Incidents

Each element contains an underlying principle and a set of expectations. The PSIM Framework also includes the characteristics of, and processes for, evaluating and implementing the management systems.

PSIM elements that have been selected consider the departmental structure and organizational responsibilities in PHE ONWJ and span the activities from project appraisal to decommissioning. The PSIM provides the overall PDCA management framework to ensure effective implementation.  In addition to the PDCA cycle for the overall PSIM program, each individual element will also have its own PDCA cycle.  This element specific PDCA will be defined in the references that are relevant to each element and are summarized in the PSIM.

The rolling plan program of PSIM is developed to ensure the implementation of PSIM by defining the activities of each PSIM element to fulfill the PSIM expectation that include requirement of procedures, programs, performance indicator and audit compliance. The rolling plan program is monitored every month and reviewed quarterly
