This article contrasted and analyzed the existing analytical methods of vulnerability. The time-space distribution law of the oil and gas pipeline accidents was studied on the basis of the historical accident data and accident scenarios. The damage of the oil and gas pipeline accidents to the disaster bodies of cities was analyzed. The mechanism of action between the oil and gas pipeline accidents and the disaster bodies was discussed. The vulnerability assessment model of urban oil and gas pipeline network was built from the perspectives of the social and economic development of cities, infrastructures, the level of emergency management and so on. Measures were proposed from the aspects of deterring, detecting, delaying, responding and recovering to reduce the vulnerability of urban oil and gas pipeline network so as to reduce the consequences of accidents. Thus, it can give reference for the safe and stable operation of urban oil and gas pipeline network.
