OSHA promulgated 29 C.F.R. § 1910.119 regulation in 1992 and the fourteen Process Safety Management (PSM) elements. The main objective of defining these elements is to prevent unwanted discharge of highly hazardous chemicals exposing personnel to serious hazards. The elements are linked to each other and have intricate interdependencies. Every element provides information to other element(s) or uses information from other element(s). Given the interdependencies of these elements, an effective Process Safety Management Program (PSM) has to be in place which considers process design, technology, procedures (both normal and emergency), emergency response plans, training programs etc. The presentation talks about all these fourteen elements in details with main emphasis on the relief systems design.
