(57cj) Managing Pre-Startup Safety Review (PSSR) Based on Process Safety Management (PSM) Requirements

Many accidents occur in the transition between operational phases, rather than when the system is up and running in steady state mode. Accidents can occur during startup, especially in new or untried processes, from a combination of factors not expected in normal operation. Assuring that process information is updated, operating procedures are in place, hazards are understood, and emergency shutdown procedures have been communicated is critical at this stage. One of the established standards that addressed the above issue is Pre-Startup Safety Review (PSSR) of Process Safety Management (PSM) 29 CFR 1910.119(i) by OSHA US. This paper presents a PSSR implementation technique that could fulfil with 29 CFR 1910.119(i) standard requirements. It provides organized strategies to manage documentations, communicate information, and written program for maintaining, revising and updating related information. Process and Instrumentation Diagram (P&ID) is used as a foundation for data management. The developed technique has been transformed to computer database prototype known as System for Pre-Startup Safety Review (S4-PreSSR), which articulately demonstrates the proposed concept. Implementation of this technique could help employers manage and control hazards of process plant and compliance with PSM regulation.
