Industry has been increasingly demanded regarding safety. Its challenge is to keep its continuity in a horizon of growing operations and external demands. In the energy field, and specifically oil, this challenge means guaranteeing onshore and offshore operability in desired safety levels. Historically, safety improvements come after major incidents, and the institution of safety management systems was one of these improvements. Nowadays, it is noted a constant effort from regulators to keep industry safer, including the institution of regulations that require safety management systems from the regulated. These, progressively, have to meet this scenario of new requirements and expectations that forms towards it. Thereby, the problem to be investigated is if the industry can reach required safety levels, knowing that at each new incident - notably major events, that, unfortunately, have happened - the regulations can be reviewed and bring new demands and requirements. Allying incidents learning with safety management, the goal of these study is to do a critical analysis of the Operational Safety Management System (SGSO), instituted by National Agency of Petroleum, Gas and Biofuels (ANP), comparing its management practices with the American regulation, Safety and Environmental Management System (SEMS II). As a methodological option, a study classified as exploratory, bibliographical, qualitative and applied, supported by a bibliometric research.
